can this stool be added after cupboards are installed

I find my new cupboards very high and am always looking for my stool

Technically yes your toe kick moulding could be cut out to fit this step stool. However the way we do ours is we order a drawer front (you see attached to the top of the stool with a tab pull handle) so all sides of the pull-out are finished and not raw material - if you cut out your toe kick you would be seeing raw material unless your original cabinet supplier can order you a finished piece.
