Weed Pre-emergent?

I have both Preen and Amaze for controlling weeds. My flower beds are topped with a thin layer of wood chips. The weeds are germinating and coming up here and there. If I spread the pre-emergent over the wood chips, will that prevent the weeds or does the pre-emergent have to be put directly on the dirt? The wood chips worked for awhile but need to be refreshed. I'll have to wait until dryer weather because the delivery truck might get stuck in the wet ground.
