Remaining foliage looks more like Daphne than Hebe, but without more information including where planting is located...

Yes. Using a different device with better magnification an evergreen Daphne does look like a good candidate.

As suspected something not familiar in the North. Maybe try Florida gardening forum, or taking samples to local nurseries or other sources of information. Even then you may have to wait until it is more developed before somebody can tell what it is.

Not much to go on. Do you have any pics of it before it died back? Did it ever bloom?
