Should the builder charge a fee on the lot cost?

My wife and I are getting ready to build a new house. We purchased the lot from the developer and have finished the design work with the architect.

We are negotiating the construction contract with the builder and have settled on a cost plus 10% fee structure which is fairly standard in our area. However, as we dug into the contract we noticed the builder included the cost of the lot in the "cost" definition and is planning to charge us a fee for the cost of the lot.

Our lot cost $300k so we are talking about $30k of builder fees for doing literally nothing. I have no problem with him getting paid a reasonable fee for all the value-added work he is doing to construct the house, but this just does not feel right to me at all. Is it normal and customary for the builder to charge a fee on the lot cost? Thanks.
