You want the rug to be large enough so that when you pull a chair out to sit down, the chair is still on the rug.

Many thanks! Just wasn't sure if leaving a foot on each side of the room was too big if I go with a 9 x 13

In the ideabooks I posted it suggests anywhere from 8 inches to 18 inches of floor showing around the rug. So it sounds like your 9 x 13 would work.
