I always like an all white bathroom, it makes it seem less stuffy and very clean, and plants fair well with the humidity. Bamboo colors are very light and open cabinetry like open floating shelves keep it airy and add a soft touch with white towels and shower curtain (unless you have a glass shower door, possible none at all since this is in the basement) and stainless steel faucets and hardware will keep it looking shiny and bright.

That sounds pretty! Well since you do like the navy and if not all white like your other bathroom, I would recommend just only painting the upper half to not make the room seem so below, do you like shiplap on the bottom this idea makes me think of a nautical theme, which would do well because of the water, it could even end up being the home of a cute blue beta fish so it doesn't seem like its a deserted area since its in the basement.
