Stucco (over cinder block) is separated from the wall

We have about 100ft of cinder block retaining wall that was covered with stucco about 6 months ago,

We've just noticed that stucco is getting separated in two places.

Any ideas what causes this? We expected some cracks in stucco, but not like this.

Water infiltration? Yes, it's a retaining wall at the bottom of hill. Freezing - not likely, it's in San Francisco Bay Area.

Could be the wall is settling. It really looks to me like the wall settled under where it's cracked. Imagine the top of the wall developing a dip in it, and it's a little flexible but the stucco is not, so when the stucco is pushed in from left and right by the settling, it buckles upward. Concrete roads do that in high summer temperatures. How good is the foundation under this thing, and were the blocks filled with concrete after being laid, or is it all hollow?
