Definitely Cedrus. I would guess C. libani which always pulls current season's growth of the leader to vertical before winter (at least mine does).

...Ken, Cedrus cones disintegrate on maturity, the genus is monoecious (so only ~50% would bear cones), and the tree is too young anyway.

Closer view needed. Otherwise from this distance Atlas cedar seems most likely. A key point will be how long the needles appeared to be.

My guess would be a Deodar cedar because of the lighter color.

After posting yesterday I drove by a planting of three matching examples that were like the one asked about here, I took these three to be Himalayan cedars. And I have seen named form(s) on the market here in the past that were also not weeping. But naming the one asked about can not really be fully accomplished without the leaves having been seen up close.
