Make sure there isan't any abrupt ridges or bumps before you seed. Stick a shovel in the area with all your weight behind it, and if it penetrates 4 or 5 inches , your ok for good root growth. Grass in your area is usually a mixture of cool season grasses - Kentucky blue, perennial rye,& fine fescue. You can find products with all 3 grasses mixed in the same bag. A mix gives you a wider range of adaptation for varying conditions, and better disease tolerance. Find someone in your area that is knowledgeable about local soils ( like a certified nursery person) , and they can give you pre- plant fertilizer recommendations.

Yep. Fall is the best time of year to seed cool season grasses. ....but spring is second best. If you have a lot of weeds coming up in the new lawn. Wait till the grass is mature before spraying weed killers

Spring is a distant second best. Why? Because new crabgrass seeds are also germinating in the spring. When you water like you need to to germinate your new grass seed, the crabgrass seed sprouts first and makes you think your target grasses are sprouting early. Also your target grasses will not develop a sturdy root system before the summer heat hits. So I would suggest having low expectations for not until July. Then in August you can kill out the crabgrass and get the lawn you want. In the mean time learn to water (deeply and infrequently), mow at your mower's highest setting, and fertilize (late May, early September), and generally enjoy whatever it is that comes up. I would not bother with herbicide until August when you want to kill everything. At least the weeds will be green and will put valuable roots into the soil helping to develop good soil structure.
