Best time to transplant?

I have a fig tree (Chicago Hardy) in a large container. Tree is about 2 feet tall.

When would be the best time to transplant this tree outdoors?

It's dormant now- I live in the cold northeast. Should I transplant before it leafs out,

wait until summer, or wait until fall when it goes dormant again?
