No, they are not. This is how mealy bugs look:

Root mealy bugs are on roots, not on leaves.

Those dots are most likely salt or mineral deposits from water or fertilizer that plant is 'sweating' out...they signal need to cultural adjustment. Sometimes fungus shows in spots, but it is different than these small dots.

My jade Gollum started doing this exact same thing when I brought it in for the winter. My first thought was scale but after months of trying to treat it the spots kept coming back so definitely not the right thought. It started to slow down on its own and finally stopped making them this past month, I just ended up wiping them off with a cue tip to keep it clean.

Your answer makes perfect sense now that I think back. I used a second hand pot for this one and every time I watered, the pot would foam around the rim from whatever was in there before. Guess I need a new pot and soil sooner than later.
