Loropetalum and some Gardenia cultivar. Both are Zone 7b (and warmer) plants. Maybe even in parts of 7B they might have seen some winter damage after this one. Where do you live?

The second plant has a lot of black on stems and maybe even a few telltale bumps......the focus is not sharp enough to be sure, but I'd suspect a scale infestation.

I'm in Greensboro, NC. This past winter we had periods of unusually cold weather with below 10 degree low's in few days. Then, there was about 2 weeks of warm weather in February (high was above 70 degree), then it went below freezing again after that.

Can someone please advise me if the shrubs need to be treated with something to keep them alive and healthy?

Thanks for your reply! I broke few twigs of Gardnia earlier and they were green inside. Loropetalums on the other hand, some were dead no green, some were green. I’ll try to take closeup pics and upload later.

And yes the plants are/were in full sun in the afternoon (they are on west side of the house with no shades)

I don't see scale, but it sure looks like dessication from cold and winds to me.
