Looking good- but it will develop spines at the petiole. I've pruned that palm before and like the rest,those spines have some toxin that feels like a sting.

When the weather warms? Feed it. They are heavy feeders,and you want size as fast as you can get. I've seen these Josue like blocks from Ocean Beach,still looking ok..clumping,but yellowish in that cold fog. At the Oakland Zoo,its great looking although not the tall oasis looking heights of those in soucal. They are about 15' last I saw.
