No clue on the first picture but I have lots of new foliage on my raspberries that look like your second picture that eventually turns green. I've always assumed that was normal coloration.

Yes, lots of plants can show that tinge on new growth - but it's the progression to the first photo that's the problem. Not sure if they are linked.

Mine turn like that (first picture) when it rains a lot and root sits in water for too long. I also heard same happen when they get to dry. Colour in second pic is due to cool weather and it's normal enough.

If you cut it to the ground last year, the new growth must be fairly tall to support full-sized leaves. I would also suspect a root problem.
