I would start with a rug. You need one that will tie the wall color in with the cabinet color because right now they are not working. This rug has the gray & green so it may work. Then art for the walls.

you need large painting for the blank walls. The framed quote is too small but might work in a gallery wall of small framed works and plates. You could arrange a set of interesting plates from thrift stores. You could show off and store serving platters and candle sticks on a plate rail hung above the green buffet. The small framed quote could work there, too. Large scale artwork doesn't have to be expensive, get framed posters or reproductions. They will do until you find the painting that speaks to you. Use the green from your buffet in other accents like a rug or table runner. I am not fond of rugs under eating areas but they can add color. For centerpieces you can add fresh flowers or silk ones. A Large basket or bowl of fruit can also brighten the table or buffet.

Pendant light fixture + carpet + art / mirror.

Where are the chairs for the other side of the table and will there be enough room with the buffet behind them?

You definitely need a better (and lower) chandelier. Art over the sideboard. You don't have any dining rooms in your ideabook. Hard to recommend when we can't see what you like.

You probably can not change chandelier as you rent this property. I would get neutral rug, center piece on table, wall art and couple lamps.

Drop the chandelier it is too high. I would do this before looking for another one as it will give you perspective which is important to have before you try to pick out a replacement.

You buy art because you love it and I get my clients to actually go to galleries on weekends to find what they like. It makes for a nice afternoon and you get something you love, it does not have to go with your decor

Rug needs to be 4' wider and longer than the table top but not run into baseboards or furniture on the walls. I don' think you have room. Focus on art and lighting.

I love the painted buffet. It just needs maybe a large mirror over it or an awesome piece of art work. I think a rug would be nice. Also maybe two upholstered chairs at the ends of your table with the wooden ones on the sides. And either the rug or the upholstered chairs bringing in the color of your buffet. Love the color of it and the walls.

If photo is 'correct' there's some difference in wood stain of floor and table - in a way I wouldn't draw attention with color there / maybe neutral rug, or none. Let the dresser bring life.... ?

Lower the chandelier. Set the table and chairs on a rug large enough to ensure that all chair legs are on the rug when people are seated. Large art, a gallery group, and/or a hanging (tapestry, rug, etc.) will help create a comfortable space.

The buffet is kind of short, and looks squatty without any legs. Can you add some legs to it - would make it a bit higher and give it a bit more elegance, instead of being so boxy. You might have to mix up some acrylic craft paint to match the paint for the legs, or you could add the legs and then just re-paint the entire buffet.
