The first thing you need to do is declutter. This looks like it will be a great house once we can actually see it.

I think you have several issues you are asking about all together. Please declutter as others have suggested because we cannot imagine the spaces with all that stuff in place.

Also, you may feel as if this is one dilemma but it isn't. I think I would start with painting the fireplace white. It will change the look dramatically and give you inspiration for the rest of the house. A whole wall of dark brick is just not the thing anymore.

Paint out the black under the chair rail as it is just dragging the whole place darker.

Repost with declutter, separating rooms into separate dilemmas but giving us all the updated pictures and maybe a floor plan.

No need to decorate until you declutter. If you can't find a place for all that stuff, decorating won't help.

Think spare, then people can give you suggestions as to what to add.

Think about relocating the tv. Generally, we no longer recommend over the fireplace, but it might fit next to the fireplace. However, if you paint out the brick, the tv will just stand out more.

If any wall should be black/dark, it is the wall with the tv.
