Rust is almost inevitable with hollyhocks :-( Generally it is mostly ignored as it is virtually impossible to kill or control completely. The suggestion is to plant hollyhocks at the back of the border with smaller plants in front so their foliar disfigurement is not obvious....and since they are such tall plants, that works out pretty well. Just remove and destroy the infected foliage (typically starts at the base of the plant and works its way up). The bare bases will be hidden by the foreground plants.

fwiw, rust is a fungal disease but treatments with any sort of fungicide are preventative only. You need to spray before any symptoms are apparent. Once you see the rust, it is really too late to treat effectively.

They got so bad last year they were failing before I sprayed.

Unfortunately I have no place else to put them.

I guess if they get that bad again I'll just dig them up.
