Russian Sage "Little Spire"

I'm in 6a in suburb of Chicago. All of my perennials have started to show some growth this year except for the above mentioned Russian Sage and 3 Penstemons I planted last summer. Come to think of it, may have lost a coreopsis as well. So many planted and dead plants that I can't always keep track every spring.

Anyhow, last year was the first for the Russian Sage as well and I don't know what signs of life it should show in the spring. Can anyone help me out?

Is there a forum to trade perennials? I couldn't find it if there is.

Also, if there is anyone out there in the area (Niles) who wants some Chicago Apache daylilies or Blue Mohawk Soft Rush (Juncus) divisions, let me know. The rush was growing in some pretty heavy soil in clay a garden that only gets morning sun and it did very well. And the daylilies bloom like crazy.

I would appreciate any advice.

Thanks!
