Help picking balcony plants/flowers

Hi!

I have a small balcony that I'd like to spruce up with nice perennial plants.

I'd like to have hanging planters (on the inside of the balcony) or planters on a stand (on the inside as well).

See the photo of the balcony I'm talking about. The width of the railing is about 5ft wide. It is facing south west and get quite a bit a sun everyday. I live in the San Francisco bay area.

I have some cacti and geraniums on the ground floor terrace ledge.

I thought I could use something like this:

I'd like to put a plant that will have a waterfall effect, stay green in winter and will flower abundantly during spring and summer. ;)

Any recommendation?
