Pale Seedlings

So I have a bunch of tomato, pepper, and basil seedlings. Recently, I transplanted them from the seedling tray into small, plastic pots (about 3 in. in diameter) filled with potting soil. Some of the seedlings had four true leaves and are doing very well. Most of the ones that only had two or so true leaves are not doing so well. I can see some new growth but their existing true leaves are becoming a paler green, and some have leaves that are yellowing. I have taken care not to overwater them, only watering when the soil is relatively dry (every few days). They're getting about 12 hrs. of light a day from a pretty decent quality lighting fixture (link below). Will these seedlings recover on their own or should I feed them with some fish emulsion fertilizer?

- Thanks
