New insect - harmful?

I found a few of these guys on my citrus (hanging from webs) in the last week. I’ve never seen them before in my area. Then I noticed several crawling on the siding of my house.

They are tiny. Smaller than my pinkie nail. Should I be worried? Or at least deligently checking and removing them?
