Remove weeds without access to roots

There are roots growing onto the back of my garage and my neighbors. They creep into my garden and want to remove them. There is also one that grows from my neighbor along the fence in the back of my yard. What is the best ways to remove these weeds?

They all look like they're in the grape family. They have arial roots that cling to buildings. Pull them all off the structures, and remove as much underground root as possible.Keep an eye on them in the future as wee bits of root left in the ground might resurrect and these vines grow awfully quick.
