Since this is in the California Gardening forum, I'll assume you're in California. The tree looks like an Italian Cypress and was commonly planted along lot lines between houses in the 70's. There were many in my neighborhood, but most have been removed. In a Santa Ana wind almost any tree can fall over depending on the soil and the roots of the tree. More trees fell when we had a lot of rain. You can have an arborist check them out.

Never seen one blown over in the bay area. They pretty much evolved to bend in winter winds and storms. Not much surface area to them.

Italian Cypress, yes. They look thirsty to me. California has been in a drought for years. They are planted very close together so they are competing with each other for root space, water, and so forth. I've got some taller than that that are 10 years old, but mine are not so closely planted so they've retained their foliage down to the ground. Trees here where the Santa Anas are very intense tend to fall when we get a wind event a week or two after a very heavy rain. This is because softened moist soil due to the rain will allow more rocking action in strong winds. Have never seen an Italian Cypress fall--usually they just die upright. Eucs, Oaks, Pines, those are the "fall guys".

I agree with the Italian Cypress. I imagine they were planted as a screen for something. If it's street noise they probably do a good job at that size.... visual too. And, yes, I'd agree that they need more regular watering.
