What is going on with my plant? HELP?!

My plant has some white marks on it, I thought it was just dust but after wiping it down i've realised that it doesn't come out, the marks are in the actual leaves.
Does anyone know what caused it? Not enough light? It used to be inside but I've just moved it outside today in hopes to help it.
Some advice would be greatly appreciated.
