briggs and stratton 14.5hp riding mower

I recently purchased a riding lawnmower and the engine looks brand new... after few days the nylon starter pinion gear had worn down so it only spun... I replaced it with new nylon one and it started.. I turned off and when I tried to restart second time, the nylon gear began to whine. I noticed it had snapped and broke, as if it didn't disengage and flywheel spun and snapped it. Also I notice I can not push the mower in neutral as if it is stuck in gear

This could be a conundrum as you don't have history. Not all use the nylon gear, some use steel. This depends on what ring gear material. For that matter, it could be an aftermarket starter drive that doesn't give good mileage. Complete engine numbers will tell what was supposed to be on there. In regards to pushing, if this has a manual transmission - you likely have a sticking brake caliper.
