Looks like an advanced case of Gymnosporangium claviceps, or cedar-quince rust, which can heavily affect both fruiting and flowering pears.

Shoot. It sounds pretty bad and the whole tree is covered. Do you think I should try to salvage that tree or cut her down? I have another couple I can prune and should be fine but this one is covered. :(

It is certainly not a cause to cut down th tree!! The disease is not fatal and will fluctuate in severity or even occurrence from year to year, depending on conditions. And you can spray to prevent as well. Just make sure that you clean up and destroy (not compost) any foliage or damaged fruit at the end of the season.

Okay awesome! I was just out there looking at the poor thing and thought it'd be such a sad occasion to have to remove it! So glad that I can save it! I'll spray this year and remove the infected parts then hope for the best next year! Thank you so much for your help!

Spraying now won't help at all so just skip that step!! Spraying with a fungicide is only a preventative measure so has to be done before the tree becomes infected. Generally, spraying is done in early spring when the host trees (junipers) begin to show evidence of the telltale orange galls. In fact, getting rid of as many of the offending host plants (most often Juniperus virginana, eastern red cedar) as possible on your property or surrounding areas will greatly limit the frequency with which this occurs.
