Flush pop up outlet

Electrician said we have to do pop ups because we have no uppers and no wall for too-long of a span on the peninsula. Something about code that I don't know a lot about. I don't like the ones he showed us and did a quick search online. Fabricator would put counter top material on. Has anyone done this, and would this work?
