Not an issue here, almost all tulips are annuals here. I can imagine the pain because of daffodils though.

As long as it has been at least 6 weeks since the tulips bloomed, you can safely remove the foliage, completely brown and dry or not. That is sufficient time for photosynthesis to recharge the bulbs for flowers for the next growing season.

I bit the bullet. I did some selective ~yanking~. I pulled out bulbs stems/leaves in in where I wanted to plant my annual plugs (not plugs no more, more like 4"). As these settle in in, the remainder I'll give them 10 days or more to soak in any more recharge.

Most of the leaves are basically browned out - half supple, with a tinge of green/red (some more than others) on the lower portion of them. Now if I can only manage to pull the rest out without stepping on the annuals TBS (it's not the 1st time I've did the same as above and might have inadvertedly stepped on annual....as I weave 8 inch spaces ;-0
