The only spruces that will stop growing upward at a specific height are the weeping ones that you can train to any height you want. That said, there are plenty of dwarf and compact blue spruces that have slow growth rates. A quick search at Conifer Kingdom yielded the following names:

Walnut Glen is one that I find particularly enticing.

I saw on landscape design that you got a lot of wonderful ideas and suggestions. If your still looking for a small blue spruce you may consider Pp 'Sester Dwarf'. I grew one for many years and I would say it was as much silver as it was blue, but nice none the least. Also try to narrow your questions like....'up right growing' or 'mounding', 'weeping' etc., for a more robust response.

Frieda is the most easily obtainable dwarf Colorado spruce. It'll be 10-15 inches tall and wide after 10 years.
