I wouldn't tile it at all. You only really need a backsplash near sinks and stoves, and this area has neither.

They did not have enough of the slab left to finish the sides off si they said tile my problem is go the 4in or 17in to match the other walls please help it's the contractor screw up now they are trying to save money

No tile on that wall--none. I can see that it used to have a line of tile but just repair and paint over that spot.

Sounds like they did the 4" backsplash in the rest of the kitchen, is that correct? Are you planning any other tile backsplash in the main kitchen?

While not doing any backsplash in the area is a good option, I love the backsplash tile you are putting behind the stove. Adding some to the wall in question would look very nice and tie that area into the rest of the space. I you decide to add it you could do it two ways: take it up to the same height as your upper cabinets in the rest of the kitchen OR take it all the way to the top on the wall. Both would look great and since it is a small wall it should not cost too much.

So not to contradict Jamie, but do not add tile to those walls. There is no natural stopping point, and the backsplash you picked it on the busier side. meaning two entire walls of them will be incredibly overwhelming and take away from your beautiful countertop. Just have them fix the drywall and give it a fresh coat of paint. Don't over think it.

Backsplash looks good in the kitchen. I was afraid you had the 4" row of tiles there.

I must disagree with adding any tiles to the wall in question. It would detract and distract from the focal point of the main kitchen backsplash.
