Suggestion for blooming plants for a problem area.

This is the view we see from the deck, mater bedroom, kitchen sink and dining room and I wanted to put some long flowering plants or interest plants along the fence, on the corner particularly, where the fence makes a turn. I wanted to put some roses. I do not know what else I can plant there?

There is a problem with the fence area though. It is located in the middle of downhill and twice a year in early spring and late fall large amounts of water run from the top and from right of the hill towards left. The area is sunny at least until 4-5 pm. The other problem with the area is that horses are grazing on the other side of the fence, but we can put a shot fence in a form of triangle 3 feet away from the original fence and protect the plants from horses (and deer). So the water shed twice a year is the biggest

Can I possibly raise the beds enough to avoid water damage and frost damage?

What small shrubs that bloom long would go in this area?
