It's the perfect spot for the trash bin. You don't need to fill every open space you have. And you don't want your towels on an open rack next to the toilet. If you already have a good spot for the trash bin, just leave it bare.

What about a cabinet over the toilet?

If you need storage, none of what you suggested will do that. They are for display, not storage.

It's rather simple to keep the toilet lid down when you open the cabinet, or things will fall in.
