We used (4) 24" sonotube piers pinned to bedrock supporting (2) large PSL+ beams that then cantilever to pick up the ends.

I assume you mean running water/plumbing? If so, yes. There is a small pressure tank and hot water heater in the utility closet behind the bedroom. If you are referring to the waterfront, then the building is set back approximately 40 feet.
