question on materials

hello, we are wanting to update the front of our house, which is dated. the stairs are made of wood. we are thinking of pavers with stone on the edge to finish it off. we have gotten a couple of quotes. 1 company wants to fill the area below the pavers with rock. the other company wants to pour cement, then lay the brick on top.

does anyone have any input for which would be the best process for the base?

    First, replace the front door and side lights. Those are by far the most dated and call the most attention to the front of the house (in a bad way).

    The stairs are a distant second.
