Sorry, didn't mention. I live in Singapore, so it's not all year round.

3 weeks is not a very long time.. in tree/shrub time .... i think you need patience ...

it does look like cold damage on some level ... but i am not understanding if there was a recent cold period/event ...

i look to the new growth .... its there ... in the second pic ... but i dont know what to make of it.. since i dont know this plant ....

i would probably give it a few more weeks and see how that new growth continues ...

if there was some event.. back in time ... and the event is over ... then we should really not be trying to 'fix' that problem ... but we cant really tell if that is/was the only event ... i am always hesitant to continue reacting ... when there really isnt any current problem to fix ... i sometimes call it.. trying to love a plant to death ...

i would defer to anyone with more experience.. but in the mean time ... just keep it properly watered .... and give it more time ...

The white specks also point to bugs

Thrips will do that to leaves, check the underside with a magnifying glass. They're tiny insects but you would see them moving around. Is your Frangipani out in the garden of in a pot?

Hi, yes it's in a pot on the balcony.

When you say "freeze period" I assume you mean when leaves dropped and there was no growth. Check to see if there are thrips on the underside of the leaves, they may be only 1 mm or less in size. You can google to get images to see what you're looking for. It will also tell you the best way to get rid of them.

Hi there, you are right. I checked carefully and found many tiny white creatures which I assume are thrips. I'll see what I can do to get rid of them. One more thing I noticed today is that when I pulled a small leaf, it came off very easily and from the hole came out some sort of white liquid, similar to milk. Is that another symptom of tree's sickness? Thanks.

that's normal

wash it off your hands, it's poisonous and can be a sensitizer/irritant

As David said, it's normal for Frangipanis as well as a number of other plants. For the thrips a local nurseries might be able to give you the best advice.
