There does appear to be some sunburn in spots on the branches and the yellow leaves may be an indicator of being too dry for current conditions. Some of that could be related to burn caused by the neem oil.

I only use neem after the heat of the day and have sometimes have rinsed them off the next morning if temps were expected to be in the high 90s. All in all it's still one of the best insect and fungal control products out there for Plumerias.

I still do not know what to,do about the ants they are terrible and they must be eating something. They are all over the leaves and I think they are eating mites or something. I will go ahead and spray again (very lightly) with neem oil and then rinse off in morning. It is eight o’clock at night so it should be cool enough.

Every plumeria I have is having this problem and on top,of everything it’s been over 100 degrees and will continue to be through October.

I love my plumeria so I spend alt of time worrying and taking care of them. I keep running into these problems and I am about to give up on them.

Ants can be a problem when they nest in the container. They get into a warm and dry spot in the container and then cause other problems. Have you tried using granular ant poison around the containers ? IMO they look too dry for current conditions. I’m in a similar climate and am watering smaller containers 4-5 times per week. Bigs 2-3x

The ants are on the leaves and at tip also on flower stem. I think I may have a insect problem

Usually Neem oil will take care of most insect issues but maybe you want to switch over to Bayer 3 in 1 to get it under control. From what I understand neem does not impact pollinators so its always my first choice.
