I hate to break it to you but within the next couple of months the peonies would be going dormant and the tops dying. At that time most people cut and remove the tops. Happens every year. The dogs only hurried this process. There will be no regrowth of foliage this year.

Unless you still have the peonies in pots they will be fine. If in pots now is the time to start preparing the ground to plant them. Remove from pot. Wash all material off of roots. If roots have circled the pots cut off the circled roots until they are somewhat straight. Plant so that the top is about 2 inches below the surface of the ground. You can plant now as growers dig and replant starting in August.

The plants are in the ground. I was concerned that they didn't have time to get established before the rough-housing happened.

If worried go step on the area surrounding the crown. It will force any shifted roots back into position.
