Yes, you can. It is easier to cut the carpet in half or thirds with a utility knife, then free one end(use pliers) and roll it up.

The pad may be glued, especially over concrete, use a flooring scraper(buy inexpensive one at home improvement stores) to get the pad free.

depending on how it was installed, there are probably tack strips all around the perimeter next to the baseboard. this is just a 1/4 inch wooden strip wih upward facing tacks (small nails). the carpet is merely pressed on top of these strips, so it should just lift away. you can lift the edge to see how the pad is attached, then press it back down. i cut my old carpet in strips small enough to make the rolled up carpet light enough to handle without help, probably about 6 feet wide. mac gave you the goods on the pad. if it's glued, it will be much harder to remove than the carpet.

We cut the carpet into 3' to 4' strips, pull it up, roll it up and haul it out. Save one piece to lay your tack strip pieces on so you can roll them up inside and avoid getting stuck.

What do you plan to do as flooring goes after you've removed the carpet? We have a finished (currently only sort of finished, until the contractor begins putting it back together after we had a pipe blockage and water damage resulted) basement but not a walkout, so while everything is up and flooring to be replaced we're going to make sure the workers fully prep things to ensure everything is level and then put LVP down throughout the basement, leaving carpet on the main floor (master, 2nd bedroom, living room, hallways, and stairs of the 2 story entry).
