It's an Agrimony. ie Agrimonia species. I don't know which ones would be likely in your area. It's in the Rosaceae, so the similarity to Potentilla makes sense.

I looked that up and it's probably Agrimonia parviflora which grows in this area and near swamps (thus the name, Swamp agrimony). Thank you
