Answering the other questions as well will help narrow down possible issues.

Our Rose of Sharron is located in a mulch bed in Southern Maine which has been getting a good amount of rain the last several weeks.

I do not use "Weed and Feed" as a lawn fertilizer, I only spot spray for weeds.

Soil conditions are not the best, it has a lot of rock in it.

It does get approximately 3-4 hours of morning sun and some afternoon sun depending on sun location.

Please see the attached pictures from last year when it only had a few blooms.

The coloration and size of the plant this year are very similar but with no blooms at all.

There is a good size oak tree located to the left of the plant along with the pine to the right that it could be competing with for water and nutrients.

It may be too wet there since it is at the base of what appears to be a drainage based on the visible moisture at the base. I have only ever seen these in well drained spots, so I think they may not be as moisture tolerant as some. Consider moving it to a drier spot and placing a shrub that is happy with a range of moisture conditions such as Clethra alnifolia/summersweet, Itea/sweetspire, Cephalanthus/buttonbush, or Rhododendron viscosum/swamp azalea, all of which are fine in average to wet conditions.
