Well I am no expert, but I learned from this forum that when the rhizome is planted too deep, that plant will shoot out another set of roots closer to the ground for water absorption. That's what it looks like here. I would not cut any roots, that's a no-no, and I would replant keeping the top layer of roots close to the surface. You could also pot it and bring it into your garage---which I believe was recommended to me. Good luck!

I was thinking about potting it it was on one I planted about 2 weeks ago the rest of the plant looked normal

In my clay soil, I think I would try to make two plants out of it. Cutting below the first layer of roots and planting each piece separately at the appropriate level with roots near the surface. However, I don't really know how well that would work, but I like to experiment and you already have another plant in the ground, so what have you got to lose?

I had something similar on my Bachelor Party. Ended up planting it a bit of sideways. We will see but so far looks good.
