Lost one electrical phase, now compressor won't start

House kept getting warmer so when i took the cover off the outside unit i notice one of my main leads going to the contactor came off. So when i reconnected it the compressor never came on. Contactor had 240v on the load side after i connected the wire back up. I had 240v on the leads going to the compressor. Compressor terminal readings were 2 ohms on the start and 3 ohms on the run. Start to run were 5 ohms. No shorts anywhere. Dual run capacitor went bad and changed that right from the beginning. At first start up i get 2 amps on rhe start assist for 1/4 second but i don't hear compressor trying to start or make any noise. With it running half the day with 120v instead of 240v, would that of caused the capacitor to go bad and the compressor even though the compressor appears to be good (ohmic values and no shorts, if those are the currect values) and gets 240v but does nothing, no humming or noise. Name tag is too old to read. I quess I'm not sure if ohmic values seem to be ok and you have 240v goi g to it, can the compressor still be bad. Any opinions will be greatly appreciated. I know some hvac, i went to school for it and worked out in the field doing install before i got called back to my original job. Thanks
