wet it well with hot water; let soak a while and try scraping it off.

What I am seeing looks normal. Looks like wallpaper and the paper backing. Usually you can peel the top layer off, and then not always the bottom layer. However, if you spray that bottom layer with water it will scrape right off. Good Luck. Make sure you spray it with hot water. That bottom paper layer is what holds the glue to keep it on the wall, so you need to disolve the glue. Once it is good and wet, you can scrape it easily.

Are you using a steamer? Old wallpaper can be removed when steamed off. Easily. Rent a steamer or, if you have a lot of walls to conquer, buy an inexpensive one. Then...you will have to wash the old paste off the wall. White vinegar. It does the job well! Good luck!

hi, that looks like the drywall paper not another layer of wall paper. dont do any more and call someone in because if its the drywall paper the wall may need to be skim coated

Although it's very hard to tell from your pic, it does NOT look like drywall but looks like paper backed wallpaper. If you peel it off and you have the same white wall exposed as the top half of the wall then I'd say it's just paper backed wallpaper. Is the brown part very thin and when scraped off expose white beneath when you water it down? If not then you could be scraping into your drywall.

Maybe take a photo much closer.
