just leave them, nothing you can do about it at the moment

If it is an older plant, do not add soil. Peonies grow into their preferred depth. If it is less than two years old you can add enough to just barely cover the eyes. If you add too much the other eyes you cannot see may end too deep.

I’m zone 4-5 (actually, I have several micro spots too) I have about 175 or so. When I see this I lightly cover with a tad of soil. Nothing deep ever just a tad of cauion protection. My real hurtful time is a late frost on my buds in the spring☹️

Sara T, I feel that you planted them too shallow, so I suggest to add an inch of soil on the top, make sure it is at least 1-1.5 ft in radius.
