How’s your relationship with your neighbor? It would be easier and more attractive to offer to buy them a new “Dark sky friendly” fixture. Or sleep with eye masks.

How do you get at them? With a ladder? A motorized shade may work. Easier to talk to the neighbors. Show them a night time photo.

We actually let the neighbors know the light goes into our bedroom, so they don’t leave it on all night long, but it does go on during the night when they let the dog out, etc.

I could look into a motorized shade, great idea, hopefully there is a custom design option:)

You could have custom shutters made for the window. OR - You could also have draperies made for each window - Easily done. Another thought is to put a bunch of artificial plants up there blocking out most of the light.

You can install solar shades on the outside of these windows and that would cut down the light. Buy the neighbor a solar landscape light that comes on at night for light for the dog.

You can get shades and shutters made in specialty shapes.
