Help identifying Weed Like Grass

I have a weed like grass growing (as shown in the photo above) at a couple of small spots in my lawn and it has been there since I bought the house about 3 years back. Unlike other weeds, this grass does not die each year. I am located in San Jose in Northern California and my lawn is a mixture of various tall fescue grasses. Could someone help me identify this weed like grass and post some advice on how best to get rid of it? Thanks in advance.

We distinguish between broadleaf weeds and grassy weeds. This is a weed if only because you don't want it growing in your yard. It happens to be grassy.

I suspect it is a different variety of fescue. It is very hard to see the grass in bright sunlight. It might be easier to see if you could take a picture on a cloudy day. Also there might be something to see if you could move in to about 6 inches away from the grass. If you have any pictures of the seed heads on the weed, that will help, too.
