Now that I look at it in more detail, the flowers on the first do look more like borage rather than comfrey. But they are both members of the Boraginaceae and so somewhat similar in appearance.

Yes, the top plant is borage, not comfrey. Flowers and leaves are different. Plus borage is annual, unlike comfrey.
