fiberglass alternative to waterproof decks

We are building a home with three levels of decks on the water in NJ. we are trying to create a dry space under each deck. We also will be putting recessed lighting on deck ceiling so needs to be waterproof. Is there another option other than fiberglass?

Where I am we use a product called Dura deck for these applications .
