I am not sure what the code is. At our old house, nearby but another county, they turned the deadbolt inside out and both the inspector and insurance companies seemed satisfied.

What happens if someone turns the deadbolt (or uses the key if a dbl cyl) and walks out and falls to the ground? Will your insurance company seem satisfied then?

Where do you draw the line? Anyway I am not looking to use a deadbolt. I thought I read on here people discussing a device just for this purpose, but I couldn't find it through searching.

You may get away with removing the lockset and "permanently" fixing the moveable or swinging panel. I have heard of that working but unfortuately it relally depends on the jurisdiction.
