Edible Landscape Community Gardens Foliage Plants

Please help me fond a solution.

Hello everyone
I need help, my English is not too good :) ..Let me explain.
I bought my house 2 years ago. Ever since I brought it my neigbor in the right hand side continually hanged up clothes, two dozen underwear , bathroom rugs , everything else exatcly in the property line that is in the side of my driveway.
I plants, but is not working . I felt so stupid to put a fence. Please tell me what you think.
There clothes lines are 7' to 8 ft tall.

Can you offer to help them move the clothesline? It may take 2 people to do that, and they may appreciate the offer to help.
